FAQ - Uniform Residential Loan Application Changes

October 15, 2026 BY MQMR Blogger

Question: Does the recently enacted 21st Century Road to Housing Act require changes to the Uniform Residential Loan Application?

Answer:

Yes

The 21st Century Road to Housing Act (Act) became law on July 11, 2026. It represents a significant congressional housing reform package, designed to ease the national housing shortage by cutting regulatory red tape, modernize Department of Housing and Urban Development (HUD) programs, and curb large corporate purchases of single-family residences.

In an effort to increase awareness and access to VA home loans, the Act also amends the Uniform Residential Loan Application (URLA) to mandate a prominent military service disclosure tied to the military service question. Specifically, section 601(a) of the Act states, in relevant part:

Not later than 6 months after the date of enactment of this section, the Director shall, by regulation or order, require each enterprise to include a disclaimer below the military service question on the form known as the Uniform Residential Loan Application stating, ‘If yes, you may qualify for a VA Home Loan. Consult your lender 3 regarding eligibility.

Mortgage lenders and brokers must ensure their systems maintain and utilize the amended URLA prior to December 11, 2026.
